Chief Executive John Lee said in his speech that this year marks the beginning of China's '15th Five-Year Plan'. The 4th session of the 14th National People's Congress just passed the 'Outline of the 15th Five-Year Plan' last week, which provides top-level design and strategic planning for China's development over the next 5 years.

To align with China's '15th Five-Year Plan', the Hong Kong government is working full steam ahead to formulate its first 'Hong Kong Five-Year Plan', Lee added.

With a macro, strategic and forward-looking perspective, the plan outlines the development vision, core objectives and major initiatives for the next five years, providing clear guidance for socio-economic and livelihood development.
