CHINA MOBILE: Capex to Stabilize & Decline Next 2-3 Yrs, Proportion for Computing Power & AI Investment to Rise

CHINA MOBILE (00941.HK) set its 2025 capex budget at RMB151.2 billion, a 7.8% decrease from 2024’s approximately RMB164 billion. The company plans to achieve a computing scale above 34 EFLOPS by year-end, primarily for training computing power.

CEO He Biao stated that investments in inference computing will be made based on market demand, without upper limit set.

Chairman Yang Jie noted that the peak period of 5G investment has passed, and the capex will in over the next 2-3 years stabilize with a downtrend, with the total investment scale continuing to decline.

However, he highlighted that the proportion of the budget allocated to computing power and AI will escalate further. In 2025, the computing power investment budget will ascend to RMB37.3 billion, with its share increasing from 22.6% in 2024 to 24.6%.

China Mobile already established several clusters exceeding 10,000 cards. Yang believed that DeepSeek is driving global AI development, notably impacting the economy, society, and people’s livelihoods, accelerating the evolution of the digital intelligence era.
