Specifically, Lei proposed the development of a user experience-oriented AI terminal intelligence grading standard, with an aim to set up a preliminary standard system by 2027 and form a globally leading standard by 2030.

In the field of NEVs, Lei suggested establishing a cross-regional autonomous driving test mutual recognition mechanism this year and achieving mass production application of autonomous driving on highways and urban roads next year. He also called for a clear timeline for mass production of autonomous driving and the completion of dedicated insurance establishment and legal system construction by next year.
