The People’s Bank of China, alongside the All-China Federation of Industry and Commerce and other departments, convened a symposium to discuss financial strategies for supporting the high-quality development of private enterprises. Xu Li, Chairman and CEO of SENSETIME-W (00020.HK), highlighted during the meeting that the AI industry’s technological and industrial growth demands substantial capital. He noted that high R&D costs, long development cycles, and significant risks pose financing and loan challenges for many companies. Xu called for more targeted support policies and measures tailored to the AI sector. Among his specific proposals, Xu suggested exploring a “Sci-Tech Computing Power Loan” to address financing bottlenecks for AI infrastructure. He also advocated for further liberalization of equity financing channels. One such idea includes issuing “Sci-Tech Computing Power Bonds” backed by computing assets to attract long-term investment, earmarked specifically for computing infrastructure development.
