CN Cyber Watchdog Releases Guidelines for Construction of Minors' Mode for Mobile & Internet

China’s Office of the Central Cyberspace Affairs Commission released the Guidelines for the Construction of Minors' Mode for Mobile and Internet. Under the minors' mode, mobile smart terminals, application programs and application distribution platforms should provide functions such as time management, content management and authorization management.

Among other things, the Guidelines proposed that products and services that may induce indulgence should not be provided to minors, that online education network products and services targeting minors should not include any online game links, and that online games should optimize anti- indulgence measures to avoid minors from accessing game contents or functions that may impact their physical and mental health.

The Guidelines also suggested the management of usage hours. Under the minors’ mode, when the minor user uses the mobile smart terminal continuously for more than 30 minutes, the mobile smart terminal should issue a break reminder; the mobile smart terminal is not designed to provide services to minors between 10:00 p.m. every day and 6:00 a.m. the next day, while providing exemptions for parental operation.
