The State Council of China appointed and dismissed national staff, and appointed Qi Bin as a deputy director of the Liaison Office of the Central People's Government (LOCPG) in the Hong Kong Special Administrative Region.

Qi, who worked in the China Securities Regulatory Commission (CSRC) and Wall Street, described the fact that Beijing sent one of its best finance officials to Hong Kong this time, reflecting the central government's determination to consolidate Hong Kong's position as an international financial center, according to earlier reports.
