Hong Kong Observatory (HKO) said that the outer rainbands of Toraji are affecting the coast of Guangdong. With Toraji approaching, local winds are expected to strengthen gradually this afternoon with winds offshore and on high ground occasionally reaching gales. The Observatory will issue the Strong Wind Signal, No. 3 at 2:40 p.m. this afternoon.

It is expected that Toraji will skirt within around 200 km to the south of the territory tomorrow morning (14th). Depending on the intensity of Toraji at that time, the distance of its associated gale winds from the Pearl River Estuary and the change in local wind conditions, the Observatory will assess the need of issuing higher Tropical Cyclone Warning Signals.
