Hong Kong Observatory (HKO) said that Toraji adopted a more northerly track this morning, but weakened slightly at the same time. Its outer rainbands started to affect the coast of Guangdong. According to the present forecast track, Toraji will edge closer to the coast of southern China gradually today. Under the combined effect of Toraji and the northeast monsoon, its associated strong winds will affect the vicinity of the Pearl River Estuary gradually. Local winds will strengthen later today with winds offshore and on high ground occasionally reaching gales. The Observatory will issue the Strong Wind Signal, No. 3 between 1 p.m. and 4 p.m. this afternoon. It is expected that Toraji will skirt within around 200 km to the south of the territory tomorrow morning (14th). Depending on the intensity of Toraji at that time, the distance of its associated gale winds from the Pearl River Estuary and the change in local wind conditions, the Observatory will assess the need of issuing higher Tropical Cyclone Warning Signals.
