Hong Kong Observatory (HKO) said that Tropical Cyclone Toraji is moving across Luzon and is expected to enter within 800 kilometres of Hong Kong tonight. The Observatory will issue the Standby Signal, No. 1 between 8 p.m. tonight and midnight.

Toraji will move towards the vicinity of the western coast of Guangdong to the Pearl River Estuary in the next couple of days. The Observatory will consider issuing the Strong Wind Signal, No. 3 between later tomorrow (12 November) and early Wednesday (13 November).

Toraji may be relatively close to the vicinity of the Pearl River Estuary on Thursday (14 November), but may also weaken at the same time. Whether a higher Tropical Cyclone Warning Signal will be issued depends on the distance between Toraji and the Pearl River Estuary, its intensity and the change in local wind conditions.
