CAC Launches 'Qing Lang' Campaign for 2024 Summer, Focusing on Network Environment Remediation for Minors

The Cyberspace Administration of China (CAC) announced that in order to strengthen the online protection of minors and create a healthier and safer network environment, the Administration will deploy a two-month special operation titled "Qing Lang: 2024 Summer Network Environment Remediation for Minors" across the country. This "Qing Lang" special operation will focus on six outstanding issues.

Short video and live broadcast platforms will be forbidden to turn school bullying behaviour into entertainment through remixing classic animation or children's songs, focusing on displaying violent and bloody content, and posing for school bullying videos.

On social networking platforms, the publication of information on photo sharing and dating information pages for minors will be banned, as they may induce undesirable dating and lead to illegal websites.

E-commerce platforms must cease the sale of soft-pornographic figures, stationery, anime merch and other products to minors. The use of children models in indecent poses and sexually suggestive gestures, and the use of the image of minors for bottomless marketing is also strictly forbidden.

App stores should work against apps using similar logos and name information to imitate apps liked by minors and disseminate illegal and undesirable information.

Children's smart devices should not carry their own apps with contents possibly affecting the physical and mental health of minors. Information provided by third-party apps must be strictly audited to be free of undesirable content.

Finally, Minors Mode for apps shall not be a dummy in which users cannot access any content and are unable to use the app.
