The "Implementation Opinions on Building a Data Infrastructure System to Promote High-Quality Development of the Data Element Market", published by the General Office of the Guangdong Provincial Party Committee and the General Office of the Guangdong Provincial Government, proposed to vigorously promote the realization of the mechanism connectivity of the data synergies and flow rules and mechanisms among Guangdong, Hong Kong and Macao. The Opinions support the establishment of a scientific standardization and certification system, data exit standard contract rules and security assessment standards in areas such as science and technology, healthcare, finance, education, culture and tourism, transportation and e-commerce. At the same time, a multi-channel and facilitated cross-border data flow supervision mechanism will be built to ensure cross-border data security, and a cross-border multilateral dispute resolution mechanism for data will be constructed in the Guangdong-Hong Kong-Macao Greater Bay Area. It is proposed that by 2025, the data infrastructure system and supporting policies will be gradually established; a coordinated, efficient, secure and orderly data factor market system will be initially established; and the data infrastructure operation system will be basically constructed. By 2030, the data factor governance system will be improved; the data infrastructure will be more intensive and intelligent; the circulation of data factors will be smooth and efficient; and the level of digital industrialization will be evidently enhanced.
