Sam Hou Fai: Strictly Executing Gaming Law after Elected Not Mean Shrinkage or Closure of Casinos

Sam Hou Fai, the sole candidate in the Macau Chief Executive election, released his election platform last Saturday (28th), in which he mentioned that he will strictly enforce the new gaming law after being elected to regulate the healthy and orderly development of the industry in accordance with the law; strictly monitor the implementation of the bidding commitments by the concessionaires; regularly review the overall performance of the concession contracts; prevent and combat illegal activities, continue to promote responsible gaming; focus on the development of non-gaming elements to better support the moderate diversification of the economy; actively protect the rights and interests of gaming employees; and better meet the needs of the public for further education and upward mobility.

Sam said that strictly enforcing the provisions of the gaming law is not about contraction or closure and merger, but about preventing adverse situations. He believed that gaming enterprises must be required and supervised to invest MOP130 billion in non-gaming elements as stipulated in the gaming license contracts to promote the diversified development of the Macao economy. In addition, the six major gaming companies should be encouraged to work with the Macau government to explore the international market, and to lead small and medium enterprises (SMEs) for development.

Sam mentioned that the importation of foreign labor in the dealer industry has not been considered, mainly due to the stability and employment protection of dealers, and whether the nature of the work of dealers is suitable for the importation of foreign labor.
