HK Low-Altitude Econ 'Regulatory Sandbox' Pilot Projects Begin; Govt Eyes 2Q Legislative Amendments

The Transport and Logistics Bureau recaptured that the 2024 Policy Address announced the establishment of the Working Group on Developing Low-Altitude Economy (LAE) to propel LAE development from multiple angles.

A key initiative is the rollout of “Regulatory Sandbox” pilot projects. These projects span logistics, monitoring, maintenance and safety inspections, emergency rescue, and infrastructure, aiming to demonstrate the convenience and benefits of low-altitude technologies.

They will enable the government and industry to simulate diverse scenarios, multiple air routes, and low-altitude airspace management, accumulating data and experience to guide regulations, infrastructure, and applications.

The Bureau is reviewing existing civil aviation laws and regulatory frameworks at full speed, targeting to submit legislative amendment proposals to the Legislative Council in 2Q25.

The Hong Kong government had previously announced the first batch of LAE Regulatory Sandbox pilot projects, comprising 38 initiatives.
