China's General Office of the State Council has issued the "Opinions on Promoting High-Quality Development of Refined Oil Circulation" aimed at improving the retail management system for refined oil.

The opinions call for different measures including the formulation and strict implementation of a unified national standard for the qualification of refined oil retail operations. Approval departments should record the licensing results in relevant information systems and promptly disclose and report to relevant departments.

In addition, an annual supervision and inspection system for refined oil retail enterprises should be established, and enterprises that refuse inspection or fail inspections should be ordered to rectify within a specified period.

The opinions also mentioned regulating online sales of refined oil, such as strictly enforcing relevant regulations on the safety management of hazardous chemicals sold online. Meanwhile, e-commerce platforms must not provide refined oil sales information publishing services for operators on their platforms.
