Although Chinese AI startup DeepSeek's model release has shaken the tech world, Christophe Fouquet, CEO of Dutch lithography maker ASML (ASML.US)      , told The Wall Street Journal that the impact of Western countries' chip export controls to China should not be deemed ineffective. China is still far behind the West in producing cutting-edge chips, which means Chinese companies are still limited in their innovation capabilities, he further pointed out.

Fouquet also acknowledged the potential need for export controls for national security but argued they should not be used as a tool to restrict competition. It is essential to ensure controls are used appropriately, but he added that it may blur the lines of control when economic issues are framed as national security concerns.
