US Further Tightens Export License Requirements for Chip Makers

On Wednesday, the US announced new measures targeting the global semiconductor industry to further restrict chip manufacturers TSMC (TSM.US)      and Samsung, as well as top chip packaging suppliers, from providing advanced manufacturing services to unverified chip developers.

The US Department of Commerce disclosed that it is expanding the licensing requirements for contract chip makers as well as packaging and testing suppliers seeking to export chips below the 14 nm or 16 nm level with a transistor count exceeding a certain threshold, unless these companies are already authorized by the US. All chips below 14 nm and 16 nm with more than 30 billion transistors will be subject to multinational trade control restrictions.

Citing assessments of various national security and foreign policy factors including the company's history of compliance with US export controls, the US Bureau of Industry and Security listed 33 "approved" chip designers and 24 chip packaging and testing suppliers. Approved chip developers are mainly from the US, such as Apple (AAPL.US)      , Intel (INTC.US)      , and NVIDIA (NVDA.US)      , and also include some developers from Europe, Japan, and Taiwan.

If approved chip packaging companies collaborate with approved chip designers to produce products subject to export control regulations, they must submit a consultation opinion to the US government.
