The person in charge of the National Development and Reform Commission (NDRC) said at the conference that China should make more efforts to expand the implementation and scope of the “Two New” policies in 2025, while supporting the “Two Key” projects. The scope of support for equipment renewal will be broadened to electronic information, safety production and facilities agriculture and other fields.

Among which, the government will provide new subsidies for individual consumers to buy smartphones, tablets and smart watch bracelets, and further raise the subsidy standards for new energy city buses and power battery renewal, as well as for the scrapping and renewal of agricultural machinery. Support for the replacement of household consumption goods will also be enhanced.

Zhao Chenxin, deputy director of the NDRC, remarked that innovation vitality continued to be galvanized in 2024, and the conversion of old and new driving forces accelerated. New productive forces were developed according to local conditions and a steady stream of new momentum for high-quality development provided.

On the one hand, the basic system to support comprehensive innovation was accelerated and improved, the systematic construction of major scientific and technological infrastructure continued to be advanced. The global innovation index ranking of the mainland was raised to 11th in 2024.
