The Shanghai Municipal Development and Reform Commission, along with several other departments, has recently released the "Notice on Implementing the Decision to Promote the Trade-in of Consumer Goods and Further Support the Trade-in of New Energy Vehicles in the City." From the date of publication of the notice to 31 December 2024, individual users who meet the requirements of Article 4 of the "Implementation Measures of Shanghai Municipality for Encouraging the Purchase and Use of New Energy Vehicles" can apply for a special license plate quota for new energy vehicles (NEVs) under the following circumstances.

First, individual users who simultaneously own a non-commercial passenger vehicle (PV) registered in this city and a new energy small PV registered with a special license plate quota for NEVs in this city, can transfer or scrap their new energy small PV and purchase a new pure electric vehicle through a trade-in method.
